    Orice persoana care se inregistreaza pe acest forum si evolueaza in competitiile RHL trebuie sa respecte urmatoarele reguli:


    1. REGULI GENERALE

    Fiecare jucator trebuie sa aiba mereu acces la un cont unic pe forum, cu un nume identic sau foarte apropiat de cel folosit in timpul meciurilor!
    Sunt strict interzise clonele (conturi multiple controlate de aceeasi persoana) si fake-urile (folosirea numelor false in meciuri).

    Jucatorii au dreptul sa isi schimbe numele de pe forum doar de 2 ori pe parcursul unui sezon.
    Pentru a va va schimba numele, trebuie sa contactati un membru din staff.
    Schimbarile de nume vor fi contorizate in acest topic.

    Numele, avatarul si semnatura trebuie sa se incadreze in limitele decentei.
    Incurajam folosirea corecta a limbii romane pe forum. Evitati folosirea metodelor de exprimare gen mIRC sau Messenger.
    Nu sunt admise mesajele off-topic in topic-urile oficiale, in special cele pentru echipe si rezultatele meciurilor.

    Nu vor fi tolerate sub nicio forma iesirile necontrolate, jignirea adversarilor, deciziile luate la cald care afecteaza buna integritatea a ligii, neseriozitatea si lipsa fairplay-ului.
    Nu depasiti limita dintre ironie/umor si insulte/atacuri la persoana!
    Nu sunt admise mesajele agresive, umilitoare, denigratoare.
    Membrii staff-ului vor penaliza orice abatere de la regulile bunului simt si a celor sapte ani de acasa, chiar daca nu sunt definite in mod explicit in prezentul regulament.

    Pentru o abatere de pe forum sau dintr-o partida oficiala, jucatorilor le va fi redus nivelul de incredere cu 25%. Atunci cand un jucator ajunge la 0%, acesta va fi banat 3 zile de pe forum. Pentru fiecare abatere ulterioara, banul va fi de 7 zile, plus o suspendare pentru urmatorul meci oficial al echipei.
    Nivelul de incredere va fi resetat intre sezoane.
    Sanctiunile vor fi anuntate in acest topic.

    Atunci cand nu mai exista alta solutie, jucatorul va fi exclus din competitie!




    2. INSCRIEREA ECHIPELOR

    Inaintea fiecarui sezon, un topic de inscriere va fi creat de catre staff in aceasta sectiune.

    La inscriere vor trebui specificate denumirea, emblema, capitanul, co-capitanii (maxim 2) si restul lotului.
    Lotul unei echipe trebuie sa aiba minim 5 jucatori si maxim 10 jucatori.

    Co-capitanul poate prelua atributiile capitanului (amanari, rezultate, transferuri) in absenta acestuia, insa capitanul trebuie sa fie mereu principala persoana responsabila de toate deciziile echipei.
    Capitanul nu poate sa se retraga si sa cedeze echipa altcuiva fara a primi o aprobare oficiala din partea staff-ului.
    Drepturile de capitan sau co-capitan pot fi retrase de catre staff atunci cand este pusa in pericol integritatea echipei sau a competitiei.

    Dupa inscrierea initiala, pentru fiecare echipa va fi creat un topic separat in care toti jucatorii din lot trebuie sa scrie un mesaj de confirmare.

    La finalul perioadei de inscriere, staff-ul va decide lista finala de participanti pentru sezonul urmator.




    3. SETARILE MECIURILOR

    - 2 reprize
    - Time limit: 7 minute - fara prelungiri *
    - Score limit: None
    - Stadium: Big
    - Nickname: trebuie sa fie identic sau foarte apropiat de cel folosit pe forum
    - Se va folosi regula 3-MAN DEF **

    * Golurile inscrise exact atunci cand expira timpul regulamentar (07:00) vor fi validate!
    * In Cupa Romaniei, fiecare repriza dureaza cate 10 minute. In caz de egalitate, se vor juca reprize suplimentare de cate 5 minute, cu regula golului de aur, echipele schimband partile dupa fiecare repriza.



    ** Numai trei jucatori se pot apara in propria jumatate atunci cand adversarii se afla in atac. Al patrulea jucator nu are voie sa se implice absolut deloc in aparare, fiind interzisa orice tentativa de incomodare a unui adversar, oricat de subtila ar fi. In functie de situatie, nerespectarea acestui reguli poate duce la un avertisment, rejucarea partidei sau pierderea meciului la masa verde!




    4. MECIURILE

    Meciurile din campionat se vor disputa in zilele de luni, miercuri si sambata, orele oficiale fiind: 19:30-20:30
    Inainte de inceperea meciurilor, capitanii sunt obligati sa testeze mai multe host-uri pentru a gasi unul cat mai potrivit pentru ambele echipe.
    In meciurile in care sunt implicati mai multi jucatori straini este recomandat sa fie ales un host neutru care sa ofere tuturor conditii echitabile.

    Daca o echipa nu este prezenta sau nu are 4 jucatori disponibili la ora de incepere a meciului, cealalta echipa trebuie sa mai astepte inca 15 minute. Daca si acel termen este depasit, trebuie semnalat acest lucru in topic-ul etapei, oferind capturi de ecran relevante de pe Team Speak si din camera de joc.
    Daca niciuna dintre echipe nu este prezenta, meciul trebuie disputat in termen de 7 zile, altfel va fi validat cu 0-0!
    O echipa poate alege sa joace 3vs4 pentru a evita o infrangere la masa verde. In caz ca al patrulea jucator apare in timpul meciului, acesta poate intra pe teren doar la pauza sau dupa inscrierea unui gol.

    Inainte de startul partidei, ambele echipe trebuie sa se asigure ca toti jucatorii aflati pe teren sunt pregatiti sa inceapa.

    Lag spike-urile fac parte din joc si uneori trebuie acceptate, insa atunci cand conditiile de joc sunt prea dificile se poate cere o scurta pauza, pentru ca nivelul ping-ului sa scada.
    Daca se marcheaza un gol in urma unui lag spike evident, echipa care inscrie trebuie sa returneze golul. Daca refuza sa faca acest lucru, meciul trebuie reluat, urmand sa se faca o reclamatie dupa incheierea partidei. In astfel de situatii trebuie sa existe dovezi clare, adica un spike vizibil pe reluare si/sau capturi de ecran cu ping graph facute imediat dupa gol.

    Pentru a face o reclamatie legata de un meci oficial, trebuie creat un topic nou in aceasta sectiune.
    Topicul trebuie sa contina descrierea reclamatiei, reluarea completa a meciului, minutul exact in care s-au intampinat probleme si orice alte dovezi relevante (screenshot-uri).
    In afara de admini, doar capitanii celor doua echipe implicate au dreptul sa scrie in topic. Toate mesajele off-topic vor fi sterse!
    Dupa prezentarea deciziei oficiale, topicul va fi inchis.

    Fiecare echipa are la dispozitie 6 wildcard-uri pe sezon pentru a amana meciurile din campionat.
    Wildcard-ul trebuie folosit cu minim o ora inainte de startul partidei si permite reprogramarea acesteia in termen de 7 zile, noua data fiind stabilita impreuna cu echipa adversa.
    Daca echipele nu ajung la un acord in acest interval, staff-ul va stabili o ora obligatorie la 8 zile dupa data initiala.
    Daca ambele echipe sunt inactive si meciul nu este jucat, acesta va fi validat cu scorul de 0-0.
    Meciul poate fi mutat si fara a utiliza un wildcard, atunci cand ambele echipe sunt de acord si confirma noua data/ora in topic-ul etapei.
    La meciurile cu straini prima repriza se va juca in host-ul roman si daca ei accepta si a 2-a se va juca tot acolo insa au dreptul sa ceara ca a 2-a repriza sa fie jucata la ei pe host.




    5. INLOCUIRILE

    Se pot efectua la pauza meciului sau imediat dupa inscrierea unui gol. Timp de asteptare: 1 minut.
    Se poate efectua o singura inlocuire si in timpul jocului, dupa ce se pune pauza, daca un jucator are probleme de conexiune (ping ridicat sau deconectare). Daca jucatorul nu isi rezolva problema (stabilizarea ping-ului sau reconectare), acesta trebuie inlocuit, altfel partida va continua 4vs3. Timp de asteptare: 3 minute.
    Atunci cand o inlocuire se efectueaza in timp ce mingea se afla in joc, jucatorul introdus nu trebuie sa ofere un avantaj nedrept defensivei echipei sale.




    6. REZULTATUL MECIULUI

    - OBLIGATORIU: Rezultatul final
    - OBLIGATORIU: Link-ul catre reluarea meciului incarcata pe www.haxballtube.com
    - OBLIGATORIU: Marcatorii si pasatorii pentru ambele echipe (cu minutul exact din reluare!)


    Daca nu va fi furnizata reluarea si nici cealalta echipa nu confirma scorul, rezultatul nu va fi luat in considerare.
    Asigurati-va ca unul sau mai multi jucatori din echipa inregistreaza intreaga partida, chiar daca aceasta este transmisa live!

    Victoria la masa verde (3-0) poate fi acordata in urmatoarele situatii:
    - o echipa nu se prezinta
    - o echipa refuza sa joace meciul
    - o echipa are mai putin de 3 jucatori
    - motive disciplinare sau alte incalcari ale regulamentului!

    O echipa care inregistreaza trei infrangeri la masa verde poate fi exclusa din competitie!




    7. CLASAMENTUL

    Departajarea in clasament se va face dupa urmatoarele criterii:
    - Golaverajul
    - Numarul de goluri marcate
    - Meciurile directe

    O echipa va fi exclusa din competitie daca devine inactiva sau nu mai are suficienti jucatori in lot. In astfel de situatii, toate meciurile echipei respective din actuala jumatate a sezonului vor fi considerate infrangeri la masa verde.




    8. TRANSFERURILE

    Exista doua perioade destinate transferurilor:
    - Inceputul sezonului - startul etapei a 3-a din tur
    - Pauza de la mijlocul sezonului

    Transferurile se realizeaza doar in aceste perioade, cu exceptia jucatorilor liberi, care pot fi adusi in orice moment al sezonului.
    Jucatorii liberi sunt cei aflati la prima participare sau care nu faceau parte din lotul unei echipe la expirarea ultimei perioade de transferuri.
    Se va face o exceptie pentru jucatorii care au fost inclusi in lotul unei echipe, dar nu au fost folositi intr-un meci oficial.

    Cei care au jucat pentru o echipa si o parasesc in afara perioadei de transferuri nu mai pot evolua pentru alta echipa pana la redeschiderea transferurilor.
    Acestora le va fi permis sa revina la aceeasi echipa, insa doar de doua ori pe parcursul unui sezon!

    Lista cu jucatorii restrictionati va fi actualizata in acest topic.

    Daca o echipa se desfiinteaza, jucatorii din lotul acesteia au dreptul de a evolua pentru alta echipa.

    Pentru a putea folosi un jucator, este obligatoriu ca acesta sa fie adaugat in lotul echipei cu minim 15 minute inainte de meci, sa aiba un cont unic pe forum si sa confirme transferul in topicul echipei.




    9. REGULI SUPLIMENTARE

    Este strict interzisa folosirea macro (programe, tastaturi gaming, samd)! Jucatorii vor primi un avertisment la prima abatere, urmand sa fie exclusi din FRH la urmatoarea, iar echipa lor poate pierde meciul la masa verde.

    Anyone that registers on this forum and is a participant in the FRH competition must read, understand and obey the following rules:


    1. GENERAL CONDUCT

    Each player must always have access to a unique forum account, with a name which is identical or very similar to the one used in matches!
    Clones (multiple accounts controlled by the same person) and fakes (playing with false nicknames) are strictly forbidden!
    Each player should be able to connect to this Team Speak server: ts.fairgame.ro

    Players are allowed to change their forum nickname only 2 times per season.
    In order to change your nickname, you must contact the staff.
    Nickname changes will be tracked in this topic.

    User names, avatars and signatures must be within decency limits.
    Please keep your messages as clear and clean as possible.
    Off-topic replies are not allowed in any official topic, especially those for team line-ups and match results.

    We will not tolerate any uncontrolled outbursts, insulting other players, rash decisions which can affect the integrity of the competition, and the lack of seriousness and fairplay.
    Do not cross the line between irony/humor and insults/aggressive replies!
    The staff members will penalise any deviations from reasonable behavior, even those that are not explicitly defined in the rules.

    For every instance of improper behavior on the forum or during official matches, players will have their trust level reduced by 25%. When it reaches 0%, they will be banned for 3 days. For each subsequent offense, the penalty will be a 7 day forum ban and a suspension for the team's next official match.
    The trust level will be reset between seasons.
    Sanctions will be listed in this topic.

    If there is no other option, a player will be excluded from the competition!




    2. TEAM REGISTRATION

    Before each season, a registration topic will be created by the staff in this section.

    When signing up, teams must specify the name, logo, captain, co-captains (maximum 2) and the rest of the squad.
    Squad limits: 5 players minimum - 10 players maximum.

    The co-captain can fill in for the captain in his absence (wildcards, results, transfers). However, the captain must always be the main person responsable for every team decision.
    The captain will not be allowed to step down and leave someone else in charge without an official approval from the staff.
    Any leadership rights can be removed by the staff if the integrity of the team or competition is in jeopardy.

    After the initial sign-up, separate topics will be created for each team, where all the players from the squad must write a confirmation message.

    At the end of the registration period, the staff will decide the final list of participants for the upcoming season.




    3. MATCH SETTINGS

    - 2 periods
    - Time limit: 7 minutes - no overtime *
    - Score limit: None
    - Stadium: Big
    - Nickname: must be identical or very similar to the one from the forum
    - 3-MAN DEFENCE **

    * Goals scored right as the regular time expires (07:00) will be considered valid!
    * For Romanian Cup matches, the time limit is 10 minutes. In case of a tie, additional 5 minute periods will be played until a goal is scored (golden goal), with teams switching sides after each period.




    ** Only three players are allowed to defend in their own half when the opponents are attacking. The fourth player must not get involved at all, any attempt to block an opponent, even very slight touches, being strictly forbidden. Depending on the situation, breaking this rule can lead to a warning, repetition of the match or a default loss!




    4. MATCHES

    League matches are played on Sundays and Wednesdays. The official times are: 18:00, 18:30 and 19:00 CET.
    Before a match starts, captains must test multiple hosts in order to find the most suitable one for both teams.
    In matches where several players from different countries are involved, it is recommended to find a neutral host which offers similar conditions for everyone.

    If a team is not present or does not have 4 players available at the official match time, there will be a 15 minute waiting period. If that deadline also expires, a message must be written in the matchday topic, including any relevant screenshots captured on Team Speak and in the game room.
    If neither team is present, the match must be played within 7 days, otherwise it will be validated with a 0-0 result.
    A team can choose to play 3vs4 in order to avoid a def-loss. Should the fourth player arrive after the match has started, he will only be able to play after a goal has been scored or at half time.

    Before the kick-off, both teams must check that all players on the field are ready to begin.

    Lag spikes are part of the game and sometimes they have to be accepted. However, if the playing conditions are obviously difficult, a short pause can be requested, allowing the ping levels to decrease.
    If a goal is scored after a clear lag spike, the opponents must return it. If they refuse to do so, the match should be resumed, and after finishing it a complaint can be made. In such situations, solid evidence must be available, meaning a visible lag spike on the replay and/or screenshots with the ping graph captured immediately after the goal.

    A complaint regarding an official match can only be made by creating a topic in this section.
    The topic must include the complaint description, a complete match replay, the exact minute when problems were encountered and any other relevant evidence (screenshots).
    Besides the admins, only the captains of the two teams that are involved are allowed to write in the topic. All off-topic replies will be deleted!
    After the official decision is announced, the topic will be closed.

    Each team can use 6 wildcards per season to postpone league matches.
    The wildcard must be used at least one hour before match time and it allows to reschedule the match within 7 days. There must be a mutual agreement between teams regarding the new match time. If no agreement is reached, the staff will set a mandatory time 8 days after the initial match date.
    If both teams are inactive and the match is not played, it will be validated with a 0-0 score.
    A match can also be rescheduled without the use of a wildcard if both teams are in agreement and confirm the new date/time in the matchday topic.




    5. SUBSTITUTIONS

    Substitutions can be made immediately after a goal has been scored or at halftime. Waiting time: 1 minute.
    A single substitution per team can also be made during the game, after pausing it, if a player has connection issues (high ping or disconnect). If the player does not resolve his problem (stabilizes ping or rejoins), he must be replaced, otherwise the match has to continue 4vs3. Waiting time: 3 minutes.
    Whenever someone is substituted while the ball is still in play, he must not offer an unfair advantage to his team's defence when entering the field.




    6. MATCH RESULTS

    - MANDATORY: Final result
    - MANDATORY: Link to the replay uploaded on www.haxballtube.com
    - MANDATORY: Goal scorers and assisters for both teams (with the exact replay time!)


    If no replay is provided and the opponents do not confirm the result, the match will not be taken into account.
    Make sure that someone from your team is always recording the match, even when there is a stream for it!

    Default loses (0-3) can be granted in the following situations:
    - a team does not show up
    - a team refuses to play
    - a team has less than 3 players
    - disciplinary reasons or any other form of breaking the rules

    A team with three def-losses can be excluded from the competition!




    7. STANDINGS

    Teams with the same number of points will be separated by the following criteria:
    - Goal difference
    - Head-to-head results
    - Number of goals scored

    A team will be excluded from the competition if it becomes inactive or it no longer has sufficient players. In such cases, all the team's matches from the current half of the season will be considered def-losses.




    8. TRANSFERS

    There are two separate transfer windows:
    - Start of the season - start of the 3rd matchday
    - Mid-season break

    Transfers can only be made during those intervals, with the exception of free players, who can join a team at any time.
    A free player is someone new to the competition or that was not included in any team squad at the end of the last transfer window.
    An exception will be made for players that were part of a team squad, but were not used in any official matches.

    Someone that plays for a team and leaves it outside the transfer window is not allowed to play for another team until the next transfer window opens.
    It is still possible to rejoin the same team, but this can only be done two times per season!

    The restricted players list will be updated in this topic.

    If a team is disbanded, the players from its squad are allowed to play for another team.

    In order to use a player, he must be added to the team squad at least 15 minutes before the match, he must have a unique forum account and has to confirm the transfer in the team topic.




    9. ADDITIONAL RULES

    It is strictly forbidden to use macros! Players will initially receive a warning, followed by a league ban, and their team can lose the match by default.
